- Community Action Partnerships were created through the Federal Economic Opportunity Act of 1964 in response to President L. B. Johnson's "war on poverty."
- The Community Action approach is to empower people to be "self-sufficient" by providing a range of options that address poverty-related problems.
- Bay Aging views Community Action as a vehicle to help drive people toward the goal of self-sufficiency and to live with dignity and good health.
